Ignition timing is the first thing I would check. Do you have a timing light? They're only a sawbuck ($20 for you youngsters).

I have one somewhere but how can it be timing? It runs slick once it's warmed up. Just like a newly rebuilt engine. Oh, wait. It is a newly rebuilt engine.

Is there a fuse that controls the cold start injector timer?

AM1 (40amp).

It's on the same power as the starter; if the starter turns, power is going to the CSI Timer.

All of my problems mentioned previously were due to an 'effed' up distributor pulse sender. $75 and I'm back to running great again. Thanks for everyone's input.

Determined that my issue was not the cold start injector or timer....Not sure what it is but I do know that if I do the key on(not start) 4 or 5 times....then try and start it...it fires right off even in cold weather.
What I have seen on some other threads that a faulty fuel pump can cause this issue. I havent tested the pressure to the rail yet but I do know or proven that its not the cold start timer or injector.

Rick, could be the ICM. That was part of my problem. Sometimes I could only start the engine by rolling it with the clutch in and then letting it out. I replaced the ICM and that particular problem went away.

Forgive my ignorance, but what exactly is a distributor pulse sender? It's not the ignitor by any chance is it?

I, for one will, most assuredly forgive your ignorance.
