1991 4Runner Question

I have a 1991 Toyota 4Runner 4x4

I have been having problems with my A/C not blowing cold air. Today while checking I noticed that the A/C Heater Blower Motor resistor (I think that's what its called) was disconnected. 1991 4Runner Question-img_0686.jpg

I also noticed that I found this part and I removed it. I am not sure what this is called.1991 4Runner Question-img_0687.jpg

Could this be the reason why my A/C has not been working?

it is a resistor for a blower motor, to make it 2 speeds or something along those lines.
