1988 4runner V6 Hesitation or Miss & low idle

New plugs and wires / basic tune up
Idles around 600 rpm
has a slight miss while idling & while driving down the road
any ideas

Bring the idle up to ~800 and re-check timing.
When was the last time the fuel filter was changed?
