1987 22RE sputtering

Hey guys, I got my 1987 pickup a few weeks ago, its sat ever since driving it home. Previous owner did the oil pump and T-chain and said it never ran the same. It would sputter under any RPM when you hold it there. It idles good with the odd "miss" here and there. He thought it was the timing. Anyways on my way home, I noticed that it smooths out when I mashed the gas to the floor. However, it would not go faster that 80kph (50mph) no matter how hard I tried. I was obstructing traffic all the way home with the pedal to the floor in 4th gear. I was going up a hill and put it in 3rd and floored it, yet the RPMs kept going down. I dont expect much from a 2.4, but that doesnt seem right. The guy said it would do 140 kph(~86 mph) no problem before he did the chain. I put brand new Toyota spark plugs and wires in it and it didnt get better. I screwed around with vaccuum hoses and could never get it better. I might be crazy, but it seems there is no VSV? The guy had aloot of the hoses wrong, and I sorted them out, but still sputters. Lastly, I have a valve on my distributor? It has 2 lines coming out and I dont know where they go. Seems only the carbbed engines have this and not the EFI versions, which mine is. Any help would be incredible. Im getting frustrated!
