From the look of your picture I would take out the 2nd leaf but that would make axle rap worse I think, if you take the third leaf out it would leave a very long space between the 2nd leaf down and the 4th. I am no expert maybe someone who has removed a leaf from said pack will chime in. I know in a issue of 4wd Toyota owner they removed a leaf from a set of tough country packs I would assume the two are of similar pack design.
