Delayed payment or not, you had 6 weeks from the time he gave you the money, it's YOUR responsibility to send out parts. "could not get the part off the truck right away" is not an excuse.
And watch the language as I don't see you selling any more stuff on here if you continue it.
Maybe instead of being on here typing a response, you should be out wrenching to give this guy his part.
Afterall you did manage to get your carpet out of your truck and drive it around the farm.
I could not get the part off the truck right away. I do have a life.

Excuses don't solve the issue. Ship the man his stuff. Price has nothing to do with shipping in a timely manner (unless it was a 0 out of pocket for the buyer... Then I can see being a bit lazy for a couple days more than normal).
Would have been helpful in the original post though too to have more info. It did look bad until it was explained more.

He said he sent it on the 27th of Aug. It funny how you changed that one post of yours not to make yourself look like an arse. But I still had quoted that so I know what you said. got to check if you edited that after I had replied to your for sale threads.

I sent it UPS ground. now i know i should have gotten the part out sooner, but i honestly had absolutely no time. i work two jobs and the truck was not at my house and with me not having a street legal vehicle it was hard gettin there. when i originally posted my parting out thread i had been able to get there. ANYWAYS. he got his part. im not a bad seller, it was just bad timing.

If he got it on the 14th and it was sent via UPS ground then it was shipped on the 7th. 5 days AFTER this thread was made and 2 days BEFORE Joe replied here.
Yes you are a bad seller. Whichever way you put it bad timing or otherwise, did you come back here and tell people you couldn't get your parts out AFTER they paid you or before for that matter? NO. But you did update your build thread in the meantime.
Now you don't want people to know it might take you forever to get those parts off the truck because you simply discount what this guy was saying. Bottom line is he gave you payment in AUG 27 did not get his part by 10/2 and still his part STILL wasn't shipped till 5 days AFTER complaining.
BAD SELLER.

If you couldn't deliver the part in a timely fashion you should have responded to his emails and refunded his money. 6 weeks to ship with out communication = fail.
Edit: upside-down has he recieved payment? It sounds like Paypal held the funds when you filed a complaint. Yes he was slow, but fair is fair, .. No free parts
