I am running XP pro what is happening is everyprogram that I try to open says:

Windows cannot find(what ever file name of program). MAke sure you tayped the name correctlly and then try again. To search for a file, click the Start button, and then click Search.

And I know that the programs are installed but it also happens with windows update and other windows based programs like calculator, notepad, wordpad, anything except Outlook and IE.

Sounds like it maybe a case of spyware/adware trying to load prior to any apps, try scanning your system maybe worth while to also check for a virus.
Did you do any cleanup of startup items recently ? add any new software ?

Yeah to all I know i had spyware/adware problems so i cleaned things up and added some programs to help with that. I think that i deleted to many files in my system and system32 folders. I tryed repairing with the windows cd and there was a list of system32 files that were missing and it still won't let me open anything.

Are you sure its rundll.exe ?? I can't find any file names rundll.exe on my computer and I am running XP pro also. there in a windll32.exe in my windows/system32 folder. So if its still looking for rundll.exe I still think there a piece of the spyware left behind and you actually deleted the spyware program that was used to track your file usage and loading that prior to loading the real program like notepad and such. This is all speculation at this time without being in front of your machine to look around the registry. Do you remember what spyware or addware program you found may help with removing the last part of it that maybe still stuck in there some where.
So if you just need the rundll32.exe file leave me were you like me to email it to you at.

Have you tried also going back in time and using a System Restore point from before you started to delete files?

That may fix it.

PS, I do have a rundll.exe file as seen in my MSconfig running, 2nd down from the top.

But it is part of a program called Tweaki which is a lot more enhanced than the Miscrosoft Power Toys "TweakUI" program.

System restore would only gain him a fix if its something in the registry but its starting to sound like he just accidently deleted to many files during some cleanup in the system32 folders. Plus in your case cory it looks like Tweaki is calling the rundll32.exe and its nto a standard startup item, cause I don't have it loading on any of my machines and I run mine pretty clean and lean.
If all else fails you could always try a in place repair(re-install) of XP it will revert the OS file systems back to orginal dates of the XP CD you have granted you have a actually CD and not a rertore system CD from a manufactur type cds. Here take a look see if this is something you may want to try next, I have done it several times on a few machine with no problems only thing is you will have to run all the updates again since it will remove those files, plus it says make backup of important things just in case...
http://support.microsoft.com/default...&Product=winxp
Oh another option just popped into my brain, is just restore a single file from the CD, worth a try also before the re-intsall in place option:
http://support.microsoft.com/default...&Product=winxp

Good Luck !!

windows cannot find rundll.exe

I used to have a similar problem. This windows cannot find rundll.exe solutions summary page helped me. Whiel its beginning contains some advettising fluff, skip it all and scroll to the bottom. The you'll find what htey call a manual slution methods and it worked for me.

Other possibility if that you have your real rundll.exe file corrupted. In suhc case I recommend you to run sfc.exe /scannow command from Start->Run dialog. It will search for corrupted files and recover them from your Windows CD. Good luck!
