first reading the title I thought "some monitors have a couple black lines that actually steady the screen", obvisiously thats not your problem, what kind of monitor and video card do you have? and how old are they....
monitors dont have a very long shelf life esp. crt monitors....you can tell when you walk into a office and all the pictures on the monitors look like crap.....

Sounds like it could be your refresh rate. Do you have an old video card? I remember seeing those with an old monitor and having the wrong jumper settings on an old video card. Try adjusting your refresh rate and see what happens. I think interlaced resolutions may have something to do with it.
