fabbing an inertia ring for the flywheel

I want the engine to rev down lower than stock but without the price of gears (chain drive makes this expensive). I just want a bit of improvement and 4Crawler seems to think you low-end feeling not unlike ~70:1 with the stock gear and the heavy (30lbs) flywheel.

Anyone ever made an inertia ring to add to their flywheel? How much did it set you back? Who did you have to go to?
