Fuel pump relay problem

I am totally stumped on a fuel pump relayproblem. This is on my 2001 Sequoia that was running fine, parked it in thedriveway and a few minouts later would not start. I have determined the pump is not getting power, also no fuelpressure at the fuel rail.
Theproblem is, that it (the Fuel Pump relay slot) is not getting any power to itwith the key on. I checked the fuses (IGN, EFI), I rotated the Circuit Openrelay and EFI relay (both relays caused a click when inserted into the EFIrelay slot (key on). Both the EFI and Circuit Open relay slots (with relaysremoved) get power when key turned on. Its like to ECM is not providing a ground for the Circuit openrelay, if so why? Not sure how to checkthe ECM. I am not sure where do go next. Thanks for any advise or help...
