Rancho RS5000 on a non-lifted 2WD?

Rancho RS5000 on a non-lifted 2WD?
Hey All,
So I've got an unlifted 1994 2WD Pickup with RS5609 in front and RS5601 in back, and according to Rancho they're a correct fit. So why the heck does my suspension feel like old jello? I've been driving on them for a little while and honestly the ride is barely better than the original 21 year old shocks that I replaced. Are these better for trails not regular street driving?
And a followup: anyone have a favorite decent-grade general use shock for these trucks?

And yes, I am totally willing to sell these if they're wrong and you want them. Only have about 1,000 miles of regular, unexciting driving on them.
