Windy City starting woes

Hello all~I just got an email from my daughter-inlaw (8 mos pregnant) that her 4 runner ('99 w/3.4w/ AT) is having starting issues. The problem arises when she turns the vehicle off to open the gate to her condo (while her 2 yr old daughter waits patiently(). When she tries to start it again it doesn't. She had trouble in the past w/ the IAC but my son remedied the problem w/ the suggestiions from this site. She didn't tell whether it cranks of not. I emailed her about that. If it cranks, what else should be looked at if it's not an IAC issue? IF IT DOESN'T crank what should be looked at? Last year, my son installed new battery and both O2 sensors. Thanks in advance for help/suggestions.

Battery cable ends first come to mind..make sure she cannot twist them,they should be very tight...even a little loose can cause intermittant no-crank.

Second for no-crank would be starter contacts...usually several cycles of key..and then will start.

....O.K, it cranks but the 'no start' is an intermittent problem. My dtr-inlaw said she "give it gas" and that helps some of the time. It doesn't sound like a starter problem but I'll have my son check the cables for her. IAC again? By the way what is the acceptable measured at the bat post when the vehicle is running and NOt running? Thanks

With the vehicle running you should around 14.5V give or take, with it off there should be 12V +/- if there is less the batt. may have a bad cell which can happen if there have been electrical issues in the past. That could result in a no crank condition then once the batt. "recovers" a little there is enough for one or two goes.
It has been very cold as you know and that will sap the juice out of a marginal batt. faster than anything.
