Were you going to get them welded onto your frame? I've found similar products on line, I have the link at work, and will try to dig it up later. I don't think the ones you show will fit/bolt onto the stock tow hook mounting points on the 4runner.

I was planning a custom location either on the bumper that I'm planning are to the frame just to the left and right of the lower frame sections. There should be just enough spacer right there to mount them on each side, although if I ever finish my custom bumper, I'd rather have them up on the bumper at a higher location.
