Yeah its bull. It's just a $0.65 resistor from Radioshack.

At least they are lying/trying to fool you you completely, they are showing a pic of the resistor. I didn't read the whole auction though.
 Still pretty crappy $8.00 for a resistor you can get for less than a $1.00. And some crappy directions, Quote:

It's a fixed version of the "ECT" mod...
