The climate control portion would be a lot more than just the control switches and would include motorized actuators and rewiring of a significant portion of the dash controls.
The auto up/down windows would probably require rewiring some components also, to add in the relays and controls for the auto windows. One way or another, it's not as simple as plugging in new switches.

It not a plug and play operation. I am willing to bet that you would need a new body control module just for the windows, then you would have to splice into your harness to make it work! And the AC controls would need to be completely replaced, including new actuators, blower motors, etc!
IMHO its not worth the work/money involved!

there are significant changes between the 96-98 3rd gens and the 99-02s.
Center consoles and other cosmetic changes are pretty well documented but auto climate control is a whole other animal... just buy a newer one and trade up
