timing help..please..

Ok, so I just got done doing my head gasket. Everything is all set to fire up, and it does. It is running a little high... Now i have to check the timing. I going to check the timing but the mark i made is not stationary. It is jumping back and forth. Could my distributor be off a tooth? The test connector is in and the valves are adjusted. This is my first time timing a car so I dont know if this type of thing is common.

Anyone else have this problem, and know how to fix it? or just anyone know what causes this? Thanks
