Timing

I am changing the water pump and timing belt and I can not get it timed correctly. I can get the crank to be at TDC but they cams no matter what I do end up past the mark on the backing plate about 1/8" or a little less. The marks on the belt are lined up with the marks on the cams and crank also. I have put the timing belt on about 30 times now probably and no matter what I try the marks are always just slightly off
Is there something I am missing?

Is this after you have turned the crank 720° clockwise as you look at it? If so, as long as they are less than a tooth out (way more than 1/8", I'd just call it good. If not, go ahead and rotate the crank twice and check. Belt marks will be off but the metal marks should be good. You need to get the slack out of the belt.

yes this is after I have rotated the crank twice after installing tensioner.
