Throttle body question

Is the throttle body butterfly (ie. the part that opens up when you push the accelerator to let air in the engine)suppose to open all the way when you have the accelerator floored? I was looking at it the other night and when I put the accelerator to the floor it only opened partially in the throttle body. You can reach inside and open it up all the way, but there is no tension on the cable or anything when you do that. Just curious....

Ideally, when you have the pedal to the floor the butterfly should be all the way open. If not you can adjust the cable or go to the extreme of bending your pedal where it attaches to the cable.
