Testing Idle air controll valve
I need to know what the readings for a 2000 tacoma IAC should be? My truck has high idle and i believe that the valve is the problem. I have a reading from the RSC to B+ of 60 ohms, and RSO to B+ of 5 ohms COLD. When I put 12v+ to the B+ and Neg- to the RSC it only twitches the flap a little. But when I but 12v+ to the B+ and the RSO it does nothing. The valve is 229plus tax so I dont want to just replace it it if I dont have to.

I'm looking at the FSM for a 99 Taco. for the 3RZ-FE the resistance is listed as:
COLD:17.0-24.5 ohms
HOT: 21.5-28.5 ohms
for the5VZ-FE:
COLD:17.0-25.0 ohms
HOT: 21.5-29.5 ohms
COLD:17.0-24.5 ohms
HOT: 21.5-28.5 ohms
for the5VZ-FE:
COLD:17.0-25.0 ohms
HOT: 21.5-29.5 ohms

According to the 00 FSM:
"Using an ohmmeter, measure the resistance between terminal +B and other terminals (RSC, RSO).
Resistance:
Cold 17.0 – 25.0 ohms
Hot 21.5 – 29.5 ohms
If the resistance is not as specified, replace the IAC valve."
So from what you tell me your readings are, you should be replacing it.
