Sway after Tundra brake upgrade

I just finished the Tundra brake (S13WE) upgrade on my '99 4Runner LTD. Thanks to all the great threads here especially RockSlide's.

While doing the brake bedding I noticed that there is a quite a bit of sway during hard braking. It feels like the rear end wants to pass the front. I'm going to bleed the rear brakes to see if that makes a difference. Does anyone have some ideas as to what might be happening?

edit: Brand new recently balanced tires all around and I don't know what shape the rear drums and shoes are in.

were these issues present before the brake change? if not, maybe you need to re-bleed the front brakes because it seems that the rear brakes are doing more braking than the fronts.
