supercharger whining at low rpms

supercharger whining at low rpms
Hi all,
My 4 runner has been running rough for a few weeks now. I've noticed lately that even when I am only slightly on the gas I can hear the familiar supercharger whine. I don't remember it being there in the past (my wife has primarily driven the 4 runner for the past 3 years) in that only the regular engine noise was heard until i got on the gas. Am I correct to say we generally shouldn't hear the supercharger when just cruising around not using WOT. Over the past weeks it has also run on after turning the truck off once or twice. What causes an engine to run on after turning it off?
I have a 96 runner with a first gen supercharger and the kenne bell booste a pump to help with the high rpm lean out issue. I have recently replaced the spark plugs and run seafoam through the engine and added some to the gas tank.
I'm taking it into the dealership tomorrow to get a general check up done but figure some of you supercharger guru's might be able to pinpoint some possible areas to look at. I"m pretty sure my dealership has not done much work on supercharge 4runner's.
