Strange sound near passenger side floorboard

I have a 97 4Runner. I noticed what sounds like a fan constantly running under the passenger side dash. It doesn't turn off using any of the climate controls. Is this a relay that has blowwn or something. Seems like if that was it, it would turn off not on?

could be stuck on but doubt that. pull the heater fan fuse. im not sure exactly were it is on the newer 4runners but it either next to the fan unit behind the dash or the kick panel next on the drivers side. see if it turns off. When you open the vents while the truck is running and no power to the fans does air blow through? when you do this make sure the air is set to circulate through the cab not comming from outside.

Mine did the same for a little. Do you have rear heat? If so run the truck and check if the rear is blowing air. I came across something like that here or TTORA. If I remember right its a some what common problem.

Hopper nailed it! I do have rear heat. At first I looked at the rear heat and the slider was in the off position so I thought nothing of it. Someone had pushed the high/Low button causing the fan to run up front!
