stock tow hitch

any easy way to remove the stock tow hitch on my 98 4runner? the thing wont come off

17mm with a aircompressor attached to the end. im not sure about the one above the exhaust pipe though. I was going to take mine off to repaint but didnt know how to do that one

What's happening, exactly? Can't turn the bolts? Or they just spin and don't come out? If it's the latter, one of the nuts inside the frame broke loose from the nut holder thingy. (Two of the four nuts on each side are tack-welded to a flat steel strap inside the frame and they break free easily. The other two on each side are threaded into the frame.) I was able to get a long box wrench in from the end of the frame to hold the loose nut so that I could unscrew the bolt. (You may have to have the bumper off to do this, I don't exactly remember.)

By the way, those bolts are hard to find (finer pitch than normal in that size). So try not to mess them up.
