still seemingly no rear brakes

i just replaced the inner axel seals on both sides of my 98 runner. Changed the pads as they were so saturated in gunk it wasnt even funny. once everything was cleaned up and put back together, brakes bled and adjusted, it still feels like i have no rear brakes. the e-brake works good, i adjusted the brakes 1 tick back from slight grab when spinning the wheel by hand. tried reverse with the e-brake and didnt notice anything. i can jack up the rear end, spin the wheels hit the brakes and nothing happens until about 3/4 pedal depression when the brakes gently stop the wheel. Just a bleeding thing or what?

i wonder if there is a proportioning valve for the rear like on the trucks. maybe your wheel cylinders are sticky? or shot?

Are you jacking it up by the frame or the axle? It matters as you change the LSPV angle.
