Should I buy this?

I recently picked up fishing, and I figured I needed something to tow with. Saw this on a truck a month or so ago and needed to ask you all for some opinions? What do you think?

Bumper? Hitch? Yeah, you will need both but the question is what do you drive because I don`t see a 4Runner in that pic.

Looks home made. I wouldnt trust it with a big boat. That drop hitch doesnt look to beefy.
