removing rack endcaps (star socket)

im trying to mount my surco rack. i can use the stock metal plates to mount my bracket to, but in order to access one, i need to take the 1st crossmember off. to remove it, i have to remove the end cap, which is held on by a star socket.

i believe its a t-25. i cant for the life of me get it to budge, and i am not a weak-armed girly man.

is there something im missing here or should i keep spraying with anti-seize till it gives way?

thanks.
