Are my rear shocks too long? ('02 4Runner)

Does anyone know the extended and compressed length of the stock rear shocks for the 2002 4Runner?

Here's the background:
My rear shocks are allowing only about 2" of upward travel (when sitting flat on level ground), causing them to bottom out when hitting even smallish bumps. However, I'm getting about 5" of downwards travel.

It is my understanding that I should have half of the overall travel available up or down when sitting on level ground (e.g.: ~3.5" up and down).

The shocks in question are KYB MonoMax (PN 565002) and replaced the OEM shocks a few thousand miles ago. This is the right PN for my 2002 4Runner. I've also compared them to the KYB Gas-a-Just (PN KG54317) and they were virtually the same size overall. The extended length of the MonoMax 565002 is around 20.25", and all the specs I could find online indicate the extended length of aftermarket shocks for '96-'02 4Runners should be somewhere between 19.75" - 21".

The vehicle is a 2002 4Runner SR5 4x4. It is completely stock with exception of larger tires (31x10.5 vs. 225/75 15). I've had the truck checked out by a reputable suspension shop and there is no damage to the suspension, shock mounts, etc., and the rear springs are not sagging.

Has anyone run into anything like this before? Is there anything else I should be looking for?
