You can remove the pulley.
I do not believe you can replace or repack the bearings. I believe they are internal in the pump. When I pulled my pulley off(for most after market pumps, you have to resuse the old pulley) all you see is a shaft that comes out of the pump. Thus I believe they are internal.
If you can get a ps pump rebuild kit, then you might be able to replace them but you will still have to remove the pump and take it apart.

They aren't reversed, just buy a new one from O'Reillys or Autozone, the rebuild kit from Toyota costs nearly 50 dollars plus installation costs if you can't so just buy a new one.
EDIT: P.S. I bought the rebuild kit and it doesn't come with the bearings.
