pcv valve flow direction question

Ok, I've searched. I'm sure someone smarter can find the answer on here somewhere but hopefully someone can just answer this one really quick.
I just bought a 96 locked 4wd limited with 3.4 auto. Blows a bit of smoke on start up. So I was thinking valve seals but then I pulled the air filter and there's a bunch of oil in there. I pulled the pcv valve and it isn't too clogged but doesn't seem to close. I pulled the one out of my 99 and it allows air to only go in one direction. The one that was in the 96 blows freely in one direction. The other direction you can hear/feel it try to close but it still alows alot of air through.
1. Is the pcv supposed to allow air through in one or both directions?
2. anyone think this could be causing that smoking?

Thanks all. j

yep, gonna go get one for each rig. Funny thing is that the one that seems to operate freely is the one that has the most gunk in it. I'm pretty certain that this is where the oil that is all through my intake is coming from and really hoping that fixing it will cure that smoke. If so I plan to keep the 96 and sell the 99. If not then the other way around!

I am having this exact same issue. Intake is completely black and oil is getting all the way back to the air filter and intake box. PCV valve will get replaced but I don't think that is the cause of the issue. PCV valve wouldn't put enough oil back in the system to do that.

Our problem is either blow by- or bad valve seals. I plan to do a compression test on mine to try and help determine cause I really don't want to try and replace piston rings.

BTW- mine is a 1998 4runner SR5 with 148K. Smokes maybe 1 out of 5 times for 10 sec. ONLY at startup. once it has been ran there is no visible smoke. But I am getting a little visible smoke at the PCV valve and when I open the oil cap. This would indicate exhaust and a blow by issue.

--MY PCV issue is that the hose from the pcv to the plenum is "COLLAPSING" due to the suction of intake., I already replaced the previous PCV with an OEM and get the same issue....i'm thinking this is due to blockage from the "OTHER" vent.. where might that be?? its the intake right?
could the hose be incorrectly spec , i.e not the correct thickness?
