ya, pretty much, you can sand the texture if you want it smooth

when i painted my top, i lightly sanded it mainly to remove paint that the previous owner had put on it, i didn't sand all of the texture off but when it was painted it came out smooth, so if you plan on painting it, expect to loose the texture

get some red scuff pads. scuff it up real good the paint should stick very nicely. if you do end up sanding the texture off you could try to lightly blow some paintable undercoating to get the texture back.

Flat Black Rustoleum - 4-5 cans for less than $20 and have at it.

Spending $$$ on a paint job for a wheeled rig is like giving a pig a bath.

Mine is flat black Rustoleum and it looks great as it used to be white. Didn't do anything to it when I painted it but wash it w/ some dishwashing detergent to get the bird crap/grease off the pseudo paint.

Dudebud has a thread about painting his rig. In it he describes how to take apart the top and prep it for paint.
Here is the link paint
