Can I just take my wheel and tire off, and put some painters tape on the tire, sand it, and spray paint the wheel? Thinking deep charcoal. Would this work?

Yeah dude, I donno why, but, it seems every question you ask has been literally asked a million times before.

Which makes it harder to search really, because you are searching for this, and you just get a bunch of posts saying "Search" to the original poster. Ive been there before.

Anyways, that would probably work, but, you really have to sand it good, and clean it reallly well before applying any paint. It would then chip pretty easily, but, if you dont mind doing touchups once in a while, your okay.

I've painted both my bumpers with primer and rustoleum semi-gloss black, and have yet to do any touchups. I did 1-2 coats of primer, and about 4-6 coats of VERY light paint. The true secret to rattle can painting is very light coats, and letting them semi-dry between.

for my wheels i just left it on the truck and if you are careful you wont get much over spray and you can hardly see it, but my wheels look soooooooooo tight now
