No power, terrible mpg esp. when cold

My 88 V6 runner has been getting terrible gas mileage and having absolutly no power upon start-up. This gets slightly better as the truck warms up. I mean when it's cold it feels like it's going to lay down in the road like a dead dog. A few things its not, head gasket, rotor/cap, plugs/wires. This seems more like a sensor problem. Any other suggestions?

Please help.............

possibly cold-start injector? just reread it and the fuel filter doesnt make sense if it gets better when it warms up.
