Do your taillights still work? I doesn't look like anything is coming out of that insulation. Did you cut it back and see if the wire was broken or capped off?

I would check everything on the rear of the truck. From your rear window, blinkers, reverse lights, etc etc. If everything works......screw it

washer fluid for the rear window?

Yeah my psgr tails are not working braking wise. But i Its only one wire inside the insulation. However the wires leading to the psgr tail light appear to be fine.

thats what it looks like to me, but it should just go straight up the right side of the vehicle, not across the cargo deck.
the washer fluid is the brown looking line in the second pic, just below the rear window. i would make sure all your rear lights work, brake, parking, turn, reverse. also check the hitch wiring harness for those things. it might be part of the harness for the hitch.
