Loose Front End

Loose Front End
I have a 91 4runner, v6, sr-5
Yesterday I had a Downy Suspension Package put on... HD rear springs, new shocks, and torsion bars... I was expecting a stiffer ride but the front end seems to be a little loose (alot of play in the steering wheel) and the springs were supposed to level the ride (which it still sags a little)... I also had 31's put on this time (previously had on 225's)....
now to my questions... Is the loose front end because of the bigger tires and stiff suspension or is it because there isn't something quite right with the torsion bar settings.... and should I still see the sag?

One more thing... can the front end be dropped a little bit by adjusting the torsion bars?

I have a 3rd gen and had similar issues after buying new tires. I had an alignment done but it was not done right. This cause a lot of looseness in my steering. After getting this fixed, no more play in the steering.
