if i was to put a 3 inch lift on a 2004 taco,would that fit 33/12-50,if not add a 1 inch bl?

yes it should at least ti would on 3rd gen 4Runners so im guessing it would fit without the B/L

Yes, It would fit if you put the tires on correctly backspaced and correct width rims. You might need to trim a little.
