Drill them out! Thats what I had to do. Then get a bolt and put a nut w/ locking washer on the back. There is just enough room to reach your had back there to put the nut/washer on.

For those who might have the same issue... here are a few options
1. "Easy Out" or similar bolt / screw remover. (I tried one but the bolts were just to rusted. 2. Drill out the sheared bolts and replace with new bolts and nylon nuts or lock washers on the back side. **If you have big hands you will have to be patient. The top right bolt is a pain! I taped two wrenches together and tried that approach. It would worked but my patience wore thin.

use screws...?? instead of bolts? maybe...thread the holes?

Why would you not just drill and tap them and install new bolts. Pretty simple really...
