Sounds like the choke needs to be replaced.
An electronic choke is inexpensive and will resolve the issue of high idle too long. EDIT: There is a kick down circuit that is linked to the throttle cable cam. The cam has a screw that can be moved back and forth to adjust idle. Follow the throttle cable into the carb and you will see the cam, the kick down circuit, and idle adjustment screw. Check the voltage meter on the idle control sensor, and don't forget to check the main computer for any error codes. I had the same problem and I found that the sensor was bad; probably cost me 150 bones but will fix the idleing.

Maverick the 81 22R is a non-computerized carberator setup.
No throtle sensor either.

Here's the deal.....I can't get the choke replaced without buying a $50 carb rebuild kit. So is ther any cheaper fix to this problem which is at worst annoying?

If the choke is a mechanical type then it will be necessary to by the rebuild kit. However, there is always the junk yard
