frame punch out

frame punch out
So I went to install my new grille guard today... and got it all together/tightened down except for one thing.
There are these bolts that are supposed to run through the frame (from top to bottom), as another point of contact to secure the guard. There are pre-existing holes in the top of the frame for the bolts, but the bottom rail of the frame does not have a hole. There is an indentation which looks like it can be drilled/punched out. There is an indentation at exactly the same point on both sides, which leads me to believe it can be drilled or something.
Does anyone have experience with this? Whether for a bull bar or not, I was hoping someone could tell me how to turn this indentation into a hole!

I don't think they're supposed to run completely through the frame. You're talking about the flat bar that goes through the bumper and connects the guard to the frame right? If so put a pic up, I didn't use that piece on my Tacoma nor 4Runner and mine didn't go through the frame either. It just bolted to the top of the frame to help eliminate wobble while driving but my tires were balanced enough that I didn't have an issue. Forget the piece, it looks secure to me.

yes, that is the piece im talking about. so far, the grille guard only bolts to the lower brackets (which bolts to the UNDERSIDE of the frame, where the tie downs/toe hooks mount). It is pretty secure with just that, but does wobble a bit. I was hoping to get two more mounting points to minimize wobble. I don't know how to bolt the flat bracket to the top of the frame without running the bolt all the way through it, as the holes on top are not threaded. Any ideas?
just to share my findings:
went to toyota stealership today and talked to one of the techs. He said those indents are part of the frame crumple zone. Makes perfect sense to me. He also also it shouldnt be a problem to drill them out.. since all it will do it help the frame crumple if you were ever in a bad accident.
