A/F heater circuit dead?

A/F heater circuit dead?
I'm getting P0125, P1130, P1135. The 2 black wires coming off the front sensor show an open circuit. (Those are the right wires, right?)
The interesting part is the computer sees a constant 0.66 volts from the front sensor. Engine off and cold, 0.66v, engine on 0.66v, engine hot and under load 0.66v. If the heater is dead, why isn't the sensor reporting once everything is hot?
What's even more weird is the mileage hasn't changed one bit over a few tanks.

Results: new A/F sensor returns fluctuating voltage readings as expected. So probably if heater circuit is dead, the ECU emulates 0.66v coming off the sensor as it falls somewhere in the middle of things. Failsafe mode of sort maybe.
