They were an option starting in the 96 4runner. Not sure though what year they stopped.
What it does it it locks the open diffrential, so that if you have a tire in the ground or just low traction on a tire, that tire doesn't spin giving the tire on the ground or the tire with more traction no power.
Open differentials give power only to the tires with less resistence.
A locked differential gives equal power to both tires because the differetial now forces both sides to spin at the exact same speed
OH btw... the e-locker part just means its electric.... some are air lockers and some are a lunchbox style locker, which engages and disengages on its own by using something similar to a ratchet

Yeah, he did mention that he did.
You also need to realize that when you know absolutley nothing about what something is, you don't know different key words to use when search, as you don't know the key words.... very simple concept.
So all he could search basically is "e-locker"
Go ahead and do that, with the mindset that you have no idea what an e-locker is. Something that you completely understand already, would be more vague than anything to someone that doesn't know anything about it.
When you search "e-locker" you come up with people saying "should i buy one" "how do i fix it" "look what i got" etc.... that doesn't at all answer the question....
