Aftermarket kits are quite easy to come by (jc whitney for example).
I don't know if a US cruise (factory or port install) will retrofit to a UK spec vehicle. Send me some real Newcastle beer and we'll talk about me sending you a cruise control kit.

Universal kits are cheap, OEM Toyota parts are not. Aftermarket kits are a breeze to install, OEM parts are not... Search Google for Universal Cruise Control kit, also ebay... I bought an AudioVox universal kit for $80 not long ago.
