It probably is filled with dust/grease/gunk. Have you tried spraying it with contact cleaner or something?

RESOLVED.
That was not a connector. In fact, it WAS a plastic "boot". It does NOT twist off in any way. I took a small screwdriver, and gently pried one of the sides outward (from the rear of the "boot" where it meets the wire). A very gentle pry and it very easily came off. What is under there is the wire with circle, and a nut holds it on the post. The plastic thing is nothing more than a boot. If you broke it, you could get a rubber boot to replace, like the old models had. |
