99 4runner Ltd stuck in 4wd

99 4runner Ltd stuck in 4wd
Ok let me first say I've read the 99 Ltd thread and followed every step. Here's a list of what I have done:
1. Replaced front differential sensor.
2. Changed differential fluid
3. Checked vacuum line. Both check ok
4. Checked vac solenoid. Both check ok
5. Checked both sensors above transfer case actuator.
6. Manually engaged transfer case actuator in and out with 12v source. Checks ok
7. Changed transfer case fluid.
I still get blinking and won't shift in and out of 4wd without having to jumper transfer case actuator.
I'm not sure what to do at this point. Is their another sensor I'm missing? I heard their is 4 but I only see 3. Also is their a way to clean the contacts inside the actuator on the transfer case? And last question could this be a ground issue since it works fine if I jumper it with 12v?

Have you measured the voltage at the transfer case ?/
Then maybe your not getting any at all??
Corrosion on any of the plugs might not be able to be seen with the naked eye.
Yet works fine with the meter or when jumped but when plugged together will not work enough to drive you crazy.
