i went out and drove it some more, it seems like there is a lock , if i do over 20mph it wont let me down shift to 2nd or 1st, but as soon as the needle drops below 20mph i can put it in 2nd but not 1st, it does this everytime, seems there is like a lock or something, i have a 2.4 5speed 98
i looked there is fluid in the resivior

Don't try to downshift into first going 20 mph, that will cause your syncro to get messed up.
Take scubas advice and check those things out, also check tranny fluid level and see if the fluid looks really dirty or something.

Make sure the GEAR OIL is warm before you say it just shifts rough.
To check the level of the GEAR OIL park the truck on level ground and climb underneath. On the drivers side of the trans you will see a 24MM bolt, pull that and stick your pinky in it. If you have fluid within 5MM of the top you are fine.
Change the gear oil before coming to conclusions.
Your W59 will work okay with Mobile 1 75W-90 GL5, but the w59s are kind of picky and like the GL4 you can get at the dealer..
In case you needed it, here's your trucks FSM

Well, its for an 03, but mostly all the mechanical junk is the same.
