in a way you are kind-of correct, but at the same time you are way off. No, mods do not add substatially to BLUE BOOK, but blue book pricing is for a mostly stock vehicle, so you can get an estimate of what it is worth. True, you never get out all the money you put in, but you get a fair share back.

Two trucks with the same mileage are for sale but one has a rebuilt motor and trans, which do you think will sell for more? Blue book has not risen, but in the real world it is worth more.

By selling a built up rig like that he is selling to a specific market, but when you take into account all the money in work done to that truck, plus the cost of a truck that clean, it is a good deal. If you think he is only going to get $4500 you are nuts. There is more than that in work alone. Clean built toytas from the 80's will sell for that much. This is a much newer with a lot of work.
