87 Turbo Check engine light question?

Been having a problem with poor performance for quite some time. My truck check engine light likes to flash on and off when going down a highway hill or when slowing down for a off ramp. I checked the codes and I am getting a 4 and 5 which is water temp sensor and o2 sensor. now wether this is related to the check engine light flashing when going down hills or coming off off freeway off ramps or represents a different problem I have no clue. I put a new o2 sensor in the truck and I still get the code after a few days. I was told the water temp sensor was fine, This all started after getting a EFI Pro head from LC Engineering put on because of blown headgasket. If I was to replace the O2 sensor and water temp sensor and still have this problem and codes 4 and 5 what else could be causing this. It seems to me years ago I had the same thing with flashing engine light when slowing down after a head gasket job and it seem to me the problem was a vaccum line in the wrong place, but so far the mechanics that have looked at it here say everything seems to look like its in the right place. Thanks for any ideas. I live in Northern CA and am looking for a Toyota Turbo mechanic on the same playing field and that is closer to me as TCR AUTOMOTIVE & PERFORMANCE out of Tuscon AZ. If I have to I will drive my truck there for 1 last attempt to have my truck run properly. Thanks for any ideas.

One other thing

One other thing I thought was odd was a few years ago a lost my idle up screw and my truck would die at idle without screw, now it does not seem to have the same effect my truck will still run and idle with out the idle screw which scenerio is normal? Thanks again
