4wd ONLY works when vac lines reversed?

4wd ONLY works when vac lines reversed?

98-auto-3.4-sr5

When engaging 4wd, I hear relay click under dash, I get no 4wd light.
I check vac at manifold-yes
After one way check valve-yes
At the actuator on axle-yes
I put all 4 on jacks, engage 4wd, nothing up front moves.

When I reverse the vac lines on the actuator, 4wd works immediately
I put into 2wd with lines reversed, light goes off, it goes into 2wd but the front driveshaft is still spinning.

Is this enough information for someone to tell me whats wrong?
Obviously I have the vacuum. I can hear the relay and dash lights up so I'm confident the relay is working well.

Has this ever worked??

When you shift out of 4 wheel drive the light goes out but nothing unlocks ??

The transfer case and front differential is still under power??

Your doing this with the vehicle in the air??

Your sure it is not just coasting after unlocking ??

Myself I think your lines were on wrong to start
