4th Gen transponder key programming

I just purchased a used '03 4Runner Ltd and I am trying to program two more keys. I looked in my old ‘99 RX300 repair manual and found a way without the tool to program additional keys. I search on this forum and found the following:

4Runner Key Programming
Add Duplicate Key
1.Simultaneously depress and release brake and accelerator pedals 1 time.
2.Insert master key into ignition
3.Within 15 seconds depress and release accelerator pedal 5 times.
4.Within 20 seconds depress and release the brake pedal 6 times and remove key.
5.Within 10 seconds insert new key into ignition.
6.Within 10 seconds depress and release the accelerator pedal 1 time.
7.After 80 seconds new key is registered and security light goes off.
8.Remove new key and depress and release brake pedal 1 time.


Today I purchaded two keys. The dealer cut the keys to fit at no cost but wanted one hour of labor to program the "chip"… So I tried the above and it did not work! Anyone know if the 4th Gen are different???

Or is it just me??? How fast to you depress the pedals? How long do you hold the pedal down? I tried both black keys (which I believe to be master) and no difference.

Any help would be appreciated. I booked an appointment for Friday to program the keys.

4th gen has a computer inside that must be programmed using a special dealer computer. I believe that you also must have a master key to program a new key.

Yep, dealer needs the original key or you are out some serious money! Even with the master, duplicate keys ain't cheap. I had to beg them to cut me a regular key just to unlock the doors so when I go boating I can leave the real keys in the truck and take the door key on a floatie so if it goes overboard I can retrieve it and not do damage to the delicate programming on the original. The dealer seemed to think I had some mysterious way of programming the key and didn't want one in the hands of an "amateur" as it would probably screw up the whole system.
