I'd say find out what is making it run rich now before messing with the maf. It could be a tired/dirty o2 sensor telling the ECU it is running lean when it isn't. Kind of a stretch, but I have had good luck with cleaning the o2 on my '85 4Runner and getting better mpg afterwards. This is combined with looking for exhaust leaks. If there is an exhaust leak the o2 will read lean and tell the ECU to crank out more fuel. More fuel in turn can make the problem worse as the o2 gets soot built up on it. Even more likely, check the TPS to see if it set up right.
Apparently, the TPS on the 22re is well noted for getting out of adjustment and is something to keep track of.
After doing the tps and o2 and maybe a quick tuneup (running rich = fouling plugs), pull the power to the ECU for a while then take it for a drive and let it relearn what it needs to and see how the exhaust smells after that.
