1999 Ltd 4runner

I just picked up a White 99 LTD Runner to replace the wifes 97 LTD, the 99 is in better shape but still needs some work so im looking for some advice.
This is a list of what it needs so far, the alternator is pooched, I litteraly just made it home and the battery gave out, I called a guy already and its about 160 bucks to rebuild it. 2nd the door lock cylenders are both seized, I soaked them with wd40 but doubt that will work, the rear parking break leavers are also seized, any tips to free them. The rear wiper motor doesnt work and the key cylender is floating around inside the rear door. My wife doesnt like the steering wheel so Im wondering if I can swap it from the 97, will the airbag plug in. The 99 has a factory security system with a light on the dash that flashes, I plan on putting an aftermarket alarm in it, will I have to disarm the factory one. The bottom of the drivers seat is in better condition(not ripped) than the 97s but not the top/back part, can I switch just the back. My plan is to get it road worthy first so the parking break is my first order of buisness. If any of you have any tips or tricks for any of the above I would love to hear them.

My 96 had the key cylinder floating in the door also. It appeared to just have come unscrewed. It was sized so I sprayed it with PB Blaster to free it and put some graphite in it and it works fine now.

My rear brakes on my 01 were frozen also. Just take off the drum and spay the whole thing while trying to move the e-brake lever it should come free eventualy. Helps to have annother person to help out.

Well one side was seized, its called a bell crank, thats the parking brake leaver thing. I beat on it for a while and it finaly broke loose, the other side wasnt as bad but one of the bolts holding it on snapped, so I called Toyota and of course its not in stock and its 30 bucks just for that housing, nothing else. Next I want to get to the rear gate, all the guys said was it doesnt work, wipper or window, any thoughts on where I should start, I will check the fuses first.

My understanding is the wiper will not work if it does not think the window is all the way up. I would hotwire 12v to the motor to see if that works. I also hear the little black box goes bad also...

I have the bell cranks off my 99 now because of lock ups. I just sold my 85 p/u to my friend and those were locked up too. Common for us northern folks with snow/salt.

When I first bought my 99 probably four years ago the left was locked. I thought about beating on it, but I went the extra mile and pulled the drum and rem'd the two 12mm's hold it on and pulled off the unit completely. I cleaned it up nicely, but now ~4 years later it was again.

I would make two recommendations for you and both involve taking it off. If you want to clean it up make sure sand out the pin holes both lower and upper. I used a little die grinder once the pins were out. You could get away with a dremel too. Before putting it back together anti-seize the crap out of it.

Alternatively, instead of going to Toyota, I found Dorman makes a complete replacement kit:

If I knew this two weeks ago I would not have spent hours cleaning it up.

Also, that top pin might be moving now, but there's a good chance it is seized up in the bell crank arm. In the process of me beating it out the parking brake cable frayed and I had to cut it. Dorman, like the kit above, makes and entire new cable from the handle back. This was just an FYI.

That kit is perfect, unfortunately I cant get a price because Im in Canada. How much is it.

It might be one of those things where you have to call Dorman. I can only find three sites that have it listed. One is 32 USD and the other is 28 USD plus shipping of course, but they show not available. One site that does have it wants a little over 50 USD.
